Oliver was born on 23 April 1977 in Erdington, Birmingham, West Midlands, England to his mother Carole, and father Jim Oliver. Her father was both a principal and a social worker, and her mother was a music teacher. His father is from the Wirral and his mother is from Liverpool, Merseyside. His uncle was composer Stephen Oliver. William Boyd Carpenter, Bishop of Ripon and court chaplain to Queen Victoria, was her great-grandfather. John Oliver Began to play the viola as a child.

Since childhood he has been a fan of Liverpool FC, he has noted in interviews that “my mother’s family is from Knotty Ash and my father’s family is from the Wirral, so supporting Supporting Liverpool is not an option.” Oliver first appeared at the Edinburgh Festival Fringe in 2001 as part of The Comedy Zone, a late-night showcase of newer repertoire where he played an “oiled reporter”.
